Tax Counsel - Taxation Department

 
 

Qualifications:

  • Requires Juris Doctorate with at least three years of experience as a tax professional. LLM in Taxation preferred but not required.
  • Must have expertise in one or more of the following areas:
    • Federal income tax, including international tax issues
    • Federal motor fuel excise tax;
    • State and local income tax; and
    • Federal tax and budget legislative process.
  • Experience in and/or working knowledge of the US petroleum industry is a plus.
  • Capitol Hill or Executive Branch experience is a plus.
  • Must have excellent interpersonal and communication skills.
  • Must have ability to work in a team and goals oriented environment.

Essential Functions:

  • Provide technical support to API’s Director of Taxation, the API Tax Team and Committees, and member companies on federal tax legislation, Treasury regulations and other administrative rulings affecting the petroleum industry.  In this capacity, monitor and analyze federal tax legislation and Treasury Regulations that have potential impact on companies’ operations. 
  • Assist in the formulation of API tax policy and industry tax priorities. 
  • Assist in the preparation of written testimony for inclusion in the record of Congressional hearings on industry tax matters. 
  • Assist in the development of tax advocacy papers and other background materials for use during congressional and executive branch staff meetings.
  • Assist in the preparation of written comments on proposed Treasury regulations that impact the petroleum industry.
  • Act as meeting facilitator in regularly scheduled meetings of tax representatives of member companies, helping them reach consensus positions on federal tax issues.
  • Assist in coordination of annual API-sponsored educational tax forums to benefit industry tax practitioners.
  • Participate in professional association work and establish or maintain professional contacts with individuals in government and in the private sector who are involved in industry tax matters and the federal legislative process.
